Kodumanal - Civilized city was converted as desert
Goods to be exported to the West were carried by road to the Chera port of Muziris (Pattinam) on the west coast near Thrissur, and then went by ship. Goods for South-east Asia were carried east to Karur, capital of the Chera kingdom, then to Poompuhar near the mouth of the Kaveri, and then overseas.
Judging by the trade pattern, and as is suggested by finds of beryl jewellery in eastern Europe and elsewhere, Kodumanal's exports went a long way. Although Kodumanal is on the Noyyal, a tributary of the Kaveri, the river was not used by shipping. The Noyyal is shallow, rocky and has strong currents, so the trade route followed its banks.The number and variety of the tombs and graves tell us what the rest of the site already makes clear: at its peak this was a prosperous place, with many residents, whose pride in their work, which was organised on an industrial scale, reflected the strong worldwide demand for it.

Efforts on to stop Erode farmers from renting land to illegal dyeing units
Erode district administration is also thinking about initiating legal action against agricultural land owners renting out their premises to illegal dyeing units through its revenue wing. "We have been constantly instructing the landowners not to rent out their land for the running of illegal dyeing units," said Dr VK Shanmugham, district collector, Erode.

'திருப்பூரில் இழுத்து மூடப்பட்ட சாயப் பட்டறைகள், தேனி மாவட்டத்துக்கு இடம் பெயர்ந்து விட்டன. இங்குள்ள மறைவான மலைப்பகுதிகளைத் தேர்வுசெய்து சிலர் சாயப் பட்டறைகளை நடத்தி வருகிறார்கள். அதில் இருந்து வெளியாகும் சாயக் கழிவுநீர் ஆறு, ஓடைகளில் வழிகிறது. இதைத் தடுத்து நிறுத்த வேண்டிய அதிகாரிகள், பணத்துக்கு ஆசைப்பட்டு நடவடிக்கை எடுக்க மறுக்கிறார்கள்’ - என்று ஜூ.வி. ஆக்ஷன் செல்லுக்குத் (044-66808002) தகவல்கள் வந்த வண்ணம் இருந்தன.
தகவல் தெரிவித்த வாசகர்கள் உதவியோடு தேடினோம். தேனி அருகே உள்ள தர்மாபுரி மலை அடிவாரத்தில் இரண்டு சாயப் பட்டறைகளும், ஆண்டிப்பட்டி வைகை ஆற்றங்கரையோரம் டி.வாடி ப்பட்டி அருகே இரண்டு சாயப் பட்டறைகளும் இயங்குவதாக சொல்லப்பட்டதை, மிகுந்த சிரமத்துக்கு இடையில் கண்டுபிடித்தோம்.
தர்மாபுரி மலை அடிவாரத்தில் இயங்கும் சாயப் பட்டறை கண்ணுக்கு சிக்காமல் ரொம்பவே டிமிக்கி கொடுத்தது. கழிவு நீர் துர்நாற்றத்தை வைத்தே அது இயங்கிய இடத்தைக் கண்டுபிடித்தோம். சாயப் பட்டறையின் மூன்று பக்கமும் மலை சூழ்ந்திருக்க... ஒரு பக்கம் வனம். பட்டறையைச் சுற்றி முள்கம்பிகளால் ஆன வேலி. சாயப் பட்டறை தண்ணீர்த் தேவைக்காக புதிதாக ஒரு ஆழ்குழாய் கிணறு அமைக்கப்பட்டு இருந்தது. மின்சாரத்துக்காக இரண்டு மிகப்பெரிய ஜெனரேட்டர்கள் இயங்கிக்கொண்டு இருந்தன. ஒரு பக்கம் சலவை ஆலை. இன்னொரு பக்கம் சாய ஆலை. கிட்டத்தட்ட 10 தொழிலாளர்களுக்கும் மேல் வேலை செய்துகொண்டு இருந்தார்கள்.
நம்மை எதிர்பார்க்காத பணியாளர்கள் மிரண்டு போய் வனத்துக்குள் ஓடி ஒழிய... உள்ளே நுழைந்தோம்.
சற்று நேரத்தில் எட்டிப்பார்த்த ஒருவர், சாயப் பட்டறையின் பங்குதாரர் என்று தன்னை அறிமுகப்படுத்திக்கொண்டு பேச ஆரம்பித்தார். ''என் பேரு சிவஞானம். எங்களுக்கு அள்ளிக் கொடுத்து வாழவைத்த திருப்பூர், கைவிட்டு விட்டது. நீதிமன்றத் தீர்ப்பால் இரண்டு ஆண்டு காலமாக சாயப் பட்டறை வேலைகள் முடங்கி விட்டன. இந்தத் தொழிலில் ஈடுபட்டவர்கள் அனை வரும் கஞ்சிக்கு வழியில்லாமல் தவிக்கிறோம். வேறு வழி இல்லாமல்தான் சாயப் பட்டறையைத் திருட்டுத்தனமாக நடத்தி வருகிறோம். சாயப் பட்டறை நடத்த மாசுக்கட்டுப்பாடு வாரிய அனுமதி அவ்வளவு எளிதாகக் கிடைக்காது. அப்படியே கிடைத்தாலும், பல லட்ச ரூபாய் செலவு செய்தால்தான் சாயக்கழிவுகளை சுத்திகரிக்க முடியும். முடிந்தவரை இந்தப் பகுதிக்கு எந்தப் பாதிப்பும் இல்லாமல் சாயப் பட்டறைகளை நடத்தி வருகிறோம்'' என்று சொன்னார்.
அந்த இடத்தை சுற்றிப் பார்த்தோம். ஓடைகளின் குறுக்கே வனத் துறையினர் கட்டி இருந்த தடுப்பு அணைகளில் சாயக்கழிவுகள் நிரம்பி அருகில் உள்ள தோட்டங்கள் வழியாகப் போனதை காண முடிந்தது. இந்தக் கழிவுகள் தேங்கிய இடங்களில் செடி, கொடிகள், புல் ஆகியவை கருகி இருந்தன.
இன்று, ஒன்றாகத் தொடங்கி இருக்கும் சாயப் பட்டறை மீது உடனடி நடவடிக்கை எடுக்கவில்லை என்றால், நாளையே பல்கிப் பெருகிவிடும் என்பதால் அங்கு இருந்தபடியே தேனி கலெக்டர் பழனிச்சாமியை தொடர்புகொண்டு விஷயத்தைச் சொன்னோம். ஒரு மணி நேரத்தில் நாம் இருந்த இடத்துக்கு அதிகாரிகள் புடைசூழ வந்தவர், சாயப் பட்டறையை சீல் வைக்க உத்தரவிட்டார். இதுபோலவே மலை அடிவாரத்தில் இயங்கி வந்த இன்னொரு சாயப் பட்டறையும் கலெக்டர் உத்தரவுபடி அப்புறப்படுத்தப்பட்டது. டி.வாடிப்பட்டியில் வைகை ஆற்றின் கரையோரம் இயங்கிவந்த சாயப் பட்டறையை பெரியகுளம் ஆர்.டி.ஓ. அனிதா பார்வையிட்டு, நடவடிக்கை எடுக்க உத்தரவிட்டார்.
அதனை அடுத்து கடந்த 15-ம் தேதி தேனி மாவட்டத்தில் உள்ள கிராம நிர்வாக அலுவலர்கள், பஞ்சாயத்து கிளார்க்குளை அழைத்து மீட்டிங் நடத்திய கலெக்டர், ''கிராமங்களில் உங்களுக்குத் தெரியாமல் சாயப் பட்டறைகளை யாரும் நடத்தவே முடியாது. அதனால், நீங்கள் விழிப்போடு கவனித்து, அனுமதி இல்லாமல் யாராவது சாயப் பட்டறை நடத்தினால் உடனே எனக்குத் தகவல் கொடுங்கள். உங்கள் மூலமாக அல்லாமல், எனக்கு வேறு வழியாகத் தகவல் கிடைத்தால், சாயப் பட்டறைகள் மீது நடவடிக்கை எடுப்பதற்கு முன்பாக உங்கள் மீது ஒழுங்கு நடவடிக்கை பாயும்'' என்று எச்சரித்தார்.
சாயப் பட்டறைகள் மீது நமக்கு தனிப்பட்ட விரோதம் எதுவும் இல்லை. ஆனால், விவ சாயத்தை அழிப்பது சரியல்ல என்பதை சாயப் பட்டறைத் தொழில் அதிபர்கள் உணர வேண்டும். கண்ணுக்குத் தெரியாமல் முறை கேடாக தொழில் நடத்துவதை விடுத்து, அரசு வழிகாட்டுதல்படி சாயப் பட்டறை அமைக்க வேண்டும் என்பதுதான் நம் விருப்பம்.

Dyers submit fresh proposals for achieving zero liquid discharge
A year after the Madras High Court directed the closure of over 720 dyeing units in Tirupur, the dyers have submitted fresh proposals with the promise of improved technology for achieving zero liquid discharge to be functional again.
“The closed dyeing units have submitted proposals for achieving zero discharge with new and proven techniques. Once all the proposals are in, the papers will be verified with assistance from professors of Indian Institute of Technology-Madras and Anna University-Chennai, over the next few months,” said an official at the Tamil Nadu Pollution Control Board (TNPCB).
If the proposals are found convincing, the dyeing units would be asked to submit a detailed project report and then allowed to operate in a phased manner, initially at 30 per cent of capacity and then at 50 per cent, to monitor if the zero liquid discharge as ordered by the High Court was adhered to, the official said. According to industry sources, the dyers had already invested Rs.800 crore on treating waste water and were paying huge sums as interest but could not achieve zero discharge. The new proposals are based on the governments' grant of Rs.200 crore for the dyers, official sources said.
TNPCB officials in the know said the common effluent treatment plants (CETPS), to which over 500 dyeing units were linked, were able to treat 85 per cent of waste water but were struggling for want of technology to achieve zero liquid discharge.
“Now, the plan is to try out nano-filtration and multi-effect evaporation to achieve zero liquid discharge in three CETPs,” said a senior TNPCB official.
According to a Central Pollution Control Board (CPCB) report on waste water treatment, nano-filtration could be positioned between reverse osmosis (RO) and ultra-filtration. Nano-filtration can be operated on lower pressure than reverse osmosis and as such treatment cost is lower than for RO. For zero discharge, Tirupur dyeing industry has to look at a multi-effect evaporator instead of the mechanical vapour recompression used earlier, the official said.
In fact, the CPCB had specifically suggested nano-filtration and multi-effect evaporator as technologies to achieve zero discharge in Tirupur dyeing industry way back in 2005. However, the dyers refused to embrace the technology but came up with a marine discharge proposal. “We have rejected the marine discharge proposal asking the dyers to look at technological options to be functional again,” said a senior official.
Before the High Court order, the Noyyal river and ground water survey in Tirupur showed that the TDS (Totally Dissolved Solid) had grossly contaminated the water with levels ranging above 5,000 mg/l (milligram per litre) as against the standard 2,100 mg/l which was a gross violation of norms.
The TNPCB, after a study visit to dyeing units in Gujarat, has suggested nano-filtration membranes.

In his petition, R Selvam, a farmer and ayacutdar of the Orathupalyam reservoir, said over 28,000 farmers were identified by the Loss of Ecology Authority (LEA), as affected by the Noyyal river water and Oruthupalayam dam, which were polluted due to effluents discharged by the dyeing units in Tirupur.
