TDS level: water samples collected from Noyyal

Tirupur: A group of farmers belonging to Noyyal River Ayacutdars Protection Association (NRAPA), which moved the Supreme Court to ban discharge of industrial effluents into River Noyyal, collected water samples from the river on Friday.

This was following reports that the Total Dissolved Solids (TDS) level was remaining high despite the ban that came into effect on January 5. According to PWD sources, the TDS level at Orathupalayam reservoir stood at 5,300 ppm (parts per million) on Friday against the permissible 2,100 ppm.

The Madras High Court had ordered the court registry to collect water samples from Noyyal on October 20 following a contempt petition filed by NRAPA.

The farmers went to collect water samples from three different locations as they fear that the dyeing units could stop the discharge for the few days prior to the arrival of court registry member.

“As a precautionary measure, we collected the water samples in the presence of panchayat presidents and civic body members from the respective locations where it was taken,” NRAPA president A. P. Kandasamy told The Hindu.

These samples, according to him, will be produced before the High Court when the case comes up for hearing again on October 21.

Woes of farmers owing to the high levels of TDS levels in River Noyyal had so far remained an unending tale with them fighting hard to get justice in the matter even after Supreme Court asked the dyeing units to ensure zero discharge.

Govt plans natural "solution" to pollution

COIMBATORE: The once-gushing Noyyal river is now quite dead. And the lush lands around Noyyal have been dyed' barren. Can Noyyal and its farmlands be resurrected? The Tamil Nadu government is now considering a three-point solution to the textile pollution in Tirupur and to rejuvenate Noyyal and the arid lands of Tirupur and Karur districts.

The key villain in Tirupur's pollution tale is the sodium chloride salt used by dyers for fixing colours with the yarn fabric. Dyers mix 8 kg of sodium chloride salt and two kg of sodium carbonate in every 100 litres of water to ensure that the colours fix deep inside the yarn. And Tirupur's dyeing units use at least 10 million litres of water daily.

Over the last 30 years, until the Court fiat a few years ago, about 10 million litres of sodium chloride loaded effluents were being let into the farm lands, making the soil saline and futile. Now, the Tamil Nadu Planning Commission member Dr G Kumaravelu has proposed that using potassium chloride or potassium sulphate, which is a fertilizer, instead of sodium chloride would help improve the fertility of the soil. The potassium loaded effluents from dyeing units can be sold to farmers either in liquid or solid form.

"We are holding discussions with the dyers. The South India Textile Research Association has found that potassium sulphate is 10% more efficient in fixing colours to the fabric," Dr Kumaravelu told TOI. Moreover, dyers are hesitant to use effluent plants because the system presently used for evaporating the solid effluents is expensive and the process time-consuming. Instead, the Planning Commission member has suggested installing natural evaporators with German technology.

Besides, for the first time in Tamil Nadu, the State government will take up 25 acres of fallow lands in Kangeyam and Uthukuli, plant natural dye plants like indigo interspersed with salt-tolerant casurinas and circular water troughs to harvest water and give back the lost livelihood for the Tirupur farmers, district collector C Samayamoorthy told TOI.

பொது சுத்திகரிப்பு நிலையம் வேண்டும்

மழை பெய்யும்போது பொங்கி வரும் ரசாயனக் கழிவு நுரையால் கோவை- கிருஷ்ணாம்பதி வாய்க்கால் பகுதி மக்கள் பாதிக்கப்பட்டு வருகின்றனர். தமிழ்நாடு வேளாண் பல்கலைக்கழகத்தில் இருந்து வெளியாகும் ரசாயனக் கழிவுகளால் இந்த நுரை உருவாவதாக புகார் எழுந்துள்ளது.

÷தமிழ்நாடு வேளாண் பல்கலைக்கழகம், சீரநாயக்கன்பாளையம் இடையே உள்ள கிருஷ்ணாம்பதி வாய்க்காலில் மழை நேரங்களில் நுரை பொங்கி வருகிறது. காற்று பலமாக வீசும்போது இந்த நுரை பறந்து சென்று அருகிலுள்ள வீடுகளில் விழுவதால் மக்கள் பாதிக்கப்படுகின்றனர்.

÷நுரை கண்களில் படும்போது கண் எரிச்சல் ஏற்படுவதாக, மக்கள் குற்றம் சாட்டுகின்றனர். இந்த வாய்க்காலில் செல்லும் கழிவுநீர், செல்வம்பதி, முத்தண்ணன்குளம் ஆகியவற்றில் கலந்துவருவதால் அக்குளங்களைச் சுற்றி நிலத்தடி நீரும் பாதிக்கப்பட்டு வருகிறது.

÷இதுகுறித்து 57}வது வார்டு கவுன்சிலர் எம்.வேல்முருகன் கூறியது:

÷தமிழ்நாடு வேளாண் பல்கலைக்கழகத்தில் ரசாயன உரங்கள் இடுதல் தொடர்பான ஆய்வுகள் தொடர்ந்து நடைபெறுவது வழக்கம். அதற்காகப் பயன்படுத்தப்படும் ரசாயனங்களில் இருந்து வெளியாகும் கழிவுகள், இந்த வாய்க்காலில் இரவு நேரங்களில் கலக்கப்படுகின்றன.

÷வெயில் நேரத்தில் இக்கழிவுகள் வாய்க்காலில் தேங்கிவிடுகின்றன. மழை பெய்யும்போது இக்கழிவுகளில் இருந்து நுரை பொங்கி வருகிறது. அதேபோல சீரநாயக்கன்பாளையம் அருகே இருக்கும் தனியார் ரசாயன நிறுவனத்தில் இருந்து வெளியாகும் கழிவுகள், சாயப்பட்டறைக் கழிவுகளில் இருந்தும் நுரை வெளியாகிறது. இது குறித்து மாவட்ட நிர்வாகம், மாநகராட்சி நிர்வாகத்திடம் பலமுறை புகார் அளித்தும் பலனில்லை, என்றார்.

Court seeks report on pollution at city port

Claiming that at least five mineral water bottling units located at the ecologically fragile Western Ghats region in Coimbatore were causing environmental hazards in the region, a public interest writ petition has been filed in the Madras high court to close down the units.

The first bench comprising chief justice M Yusuf Eqbal and justice TS Sivagnanam has ordered notices to the district collector of Coimbatore, Mathvarayapuram panchayat union and the five mineral water companies.

The PIL, filed by Aruchamy, president of Thondamuthur unit of the Tamil Nadu Vivasayigal Sangam, contended that the village was very close to the Siruvani foothills as well as the western ghats, and that the water units were drawing huge quantity of water for commercial purposes.

Aruchamy said the local population in the area was about eight lakh and over 850 families were engaged in farming in about 700 acres. Drawing out several thousand litres of water for commercial purposes would have an adverse impact on the ground water table, affecting irrigation and drinking water requirements.

Not just people, even wild animals in the region are hit by the companies as their water sources too dry up fast due to excessive utilisation of water for commercial purposes, he said.

With water sources drying up, even the Noyyal river, which always had copious water flow, had dwindled nowadays, the petitioner said, adding that it would affect another 20,000 farmers.

Accusing the civic and revenue authorities of having allowed such industries in an environmentally fragile regions, the petitioner said that unless the companies were not restrained from indiscriminate exploitation of water sources for commercial purposes drinking and irrigation water needs of people will be hit, he said.

காவிரி நதி நீர் சிக்கல் குறித்து மக்கள் மன்றத்திலிருந்து நீதிமன்றம் வரை பல்வேறு தளங்களில் போராடியவர் வழக்கறிஞர் குப்புசாமி. இவர் எழுதிய காவிரி நதி நீர்ச் சிக்கல் புத்தகம், அப்பிரச்சனையை மிக எளிதாக புரிய வைத்தது மட்டுமின்றி, தமிழகத்தின் உரிமையை பறிக்க கர்நாடக அரசும், அரசியல் கட்சிகளும் எப்படியெல்லாம் செயல்பட்டன என்பதையும், அதையெல்லாம் உரிய நேரத்தில் தடுத்து நிறுத்தத் தவறிய தமிழக அரசு, தலைவர்கள் குறித்தெல்லாம் அப்புத்தகத்தில் விரிவாக எழுதியிருந்தார்.

வழக்கறிஞசர் குப்புசாமியின் பொது வாழ்க்கை பொதுவுடைமையாளரான ஜீவாவுடன் இணைந்து துவங்கியது. இந்திய பொதுவுடைமைக் கட்சியில் கலை இலக்கிய பெருமன்றத்தை இவரை வைத்து ஜீவா துவக்கினார்.

கரூர் மக்களின் வாழ்வாதாரமாக திகழ்ந்த நொய்யல் ஆறு, சாயப்பட்டறைகளில் இருந்து வெளியேறும் கழிவுகளால் மாசடைந்தபோது, அதனை எதிர்த்துப் பெரும் மக்கள் இயக்கம் கட்டியவர் குப்புசாமி.

காவிரி நதி நீர்ச் சிக்கலில் அரசியலிற்கு அப்பாற்பட்டு, தமிழின உரிமையை முன்வைத்து சென்னையில் இவர் நடத்திய கருத்தரங்கத்தில், அப்பிரச்சனையில் ஈடுபட்டிருந்த சட்ட வல்லுனர்களையும், நீராண்மை நிபுணர்களையும் அழைத்து பேசச் செய்தார். காவிரி நதி நீர்ப் பிரச்சனையை தமிழகத்தின் உரிமைப் போராகவே கருத வேண்டும் என்று கோரி, அதற்காக பல போராட்டங்களை நடத்தியவர் குப்புசாமி என்பது குறிப்பிடத்தக்கது.

80 வயதைக் கடந்த குப்புசாமி சில நாட்களாக நோய்வாய்ப்பட்டிருந்தார்.

Grant to polluting units in Tirupur opposed

VELLORE: The Vellore Citizens’ Welfare Forum (VCWF) has opposed the Union Government’s budget allocation of a one-time grant of Rs 200 crore to Tirupur dyeing units to overcome the pollution problem. A resolution to this effect was adopted at a recently held executive committee meeting.According to K A Sankarasivam and P S Subramanian, president and honorary secretary of the forum respectively, the government’s move was against the directions of the Supreme Court which insisted on ‘polluters to pay’ and ‘precautionary principles’ established in the forum’s writ 914 of 1991.“Such a grant to polluting industries also violated article 48A of the Constitution of India,’’ they argued. Instead of directing the polluting industries to take responsibility to bring back the ecology to its originality at their cost, the government’s gesture of helping them amounted to violation of the above article by the government itself, they added.They pointed out that the proposed grant would make the tax payers money being spent on unproductive purposes and urged the political parties to oppose the grant by not allowing the Finance Bill passed.The forum has also opposed the TN government to grant its share of 15 per cent in the setting up of common effluent treatment plants (CETPs) for achieving the zero discharge liquid in the treatment of effluents by the dyeing and bleaching units in Tirupur.``This is a clear disobedience of the orders of the Supreme Court and the orders of the Green Bench of the Madras High Court in Noyyal River ayacutdar’s case as reported in Law Weekly page 275 Madras High Court, 1997 and Law Weekly page 1 Supreme Court, 2010”, they noted.Recalling the order of the Supreme Court given in the case of Vellore Citizens Welfare Forum Vs Union of India and others in 1996, which had mentioned that cases should be decided `keeping in mind’ the apex court’s directions, the forum has contended that the Madras HC had passed most of its orders in many of petitions filed from 1996 till today in favour of the polluting units, that had worsened the situation in the State.While many places have been declared as critically polluted, Vellore in particular had been ranked as eighth among the top 10 `alarmingly polluted’ places in India.The forum has appealed to the apex court to call for all the records relating to environmental matters from the Madras High Court from 1996 and pursue them.
